The Applicants will be required to pass a vision screening, and a knowledge test prior to obtaining a learner's permit.

In order to help the applicant study for the knowledge test, MVA provides a Maryland Driver's Manual and a Maryland Online Driver Test Tutorial. Both of these tools can found on MVA's website.

Applicants must obtain a valid learner's permit before any behind-the-wheel driver education training or driving on Maryland's roadways.

Minimum age: 15 years and 9 months. If under 16, you must provide a completed verification of identity and/or school attendance, form (#DL-300) to an MVA official during the learner's permit application process. The attendance form must be presented to the MVA in a sealed, unopened envelope provided by the applicant's school or county home school coordinator, if home schooled.
Do I need Driver's Ed classes?
YES! This is not an "optional" requirement. The attendance to the 36 Hours Driver's Education Program is mandated by the State of Maryland for all new Learner's Permit Holders, whether the applicant knows how to drive a vehicle or not.
